Il 1 maggio 1945 a Berlino, mentre l'Armata Rossa sollevava la bandiera sovietica sul Reichskanzlei, un gruppo di ufficiali nazisti conduceva un rituale. Per loro, il massacro in città non è altro che il perfetto sacrificio rituale per riportare in vita l'Ordine delle 13 Lance, un gruppo di superuomini la cui venuta porterebbe alla distruzione del mondo. Anni dopo, nessuno sa se questo gruppo di ufficiali sia riuscito, o se siano vissuti o morti. Pochi sanno della loro esistenza, e anche quelli che lo sapevano hanno cominciato a morire con il passare dei decenni. Ora, a dicembre, nella città di Suwahara, Ren Fujii trascorre le sue giornate in ospedale. Ogni notte vede lo stesso sogno: una ghigliottina. Assassini che cacciano le persone e cavalieri vestiti di nero che inseguono gli assassini. Desidera disperatamente tornare alla sua normale vita quotidiana, ma anche ora sente le parole del suo amico Shirō: "Tutti quelli che rimangono in questa città alla fine perdono la testa".
